The Home Office has published revised guidance on Schedule 2 controlled drug licensing as it applies to private medical cannabis clinics. The changes, which take effect immediately, are designed to reduce administrative delays experienced by clinics seeking to hold cannabis-based medicinal product (CBMP) stocks on site for patient dispensing.

Key Changes to the Framework

  • Application processing times have been reduced from a target of 90 days to 45 working days
  • Clinics with a clean compliance record may apply for multi-year licence renewals rather than annual reviews
  • A new digital submission portal replaces the previous paper-based application system
  • Designated Responsible Persons no longer require in-person Home Office interviews for renewal applications

Security Requirements Remain Stringent

The revised framework maintains strict physical security standards for all premises holding Schedule 2 substances. Clinics must retain certified secure storage, comprehensive stock reconciliation records, and access control logs meeting Home Office specifications. Independent audit requirements have not been reduced under the new framework.

Impact on Clinic Operations

The UK Cannabis Industry Council has described the changes as "pragmatic and long overdue." Clinic operators have previously reported that licence renewal delays of up to six months created significant stock management challenges and, in some cases, temporary supply disruptions for patients.

"These reforms demonstrate that the Home Office is listening to the operational realities faced by compliant, responsible prescribers."

The Home Office confirmed that all existing licences remain valid under the revised framework. Clinics wishing to transition to multi-year licences may apply at their next renewal date without additional fees.
