CQC Inspection Framework for Medical Cannabis Prescribers

The Care Quality Commission (CQC) has published a dedicated inspection framework for registered medical cannabis clinics operating in England. The framework, developed following consultation with clinic operators, patient groups, and professional bodies, establishes clear benchmarks across five core domains: safety, effectiveness, caring, responsiveness, and leadership.

What Inspectors Will Assess

CQC inspectors visiting medical cannabis clinics will evaluate clinical governance arrangements with specific reference to CBMP prescribing. Key areas of focus include the robustness of patient assessment protocols, the quality of prescriber training and supervision, and the adequacy of follow-up and monitoring processes.

Five Key Assessment Domains

• Safety: Controlled drug storage, record-keeping, and adverse event reporting
• Effectiveness: Evidence-based prescribing decisions and outcomes monitoring
• Caring: Patient information provision and shared decision-making
• Responsiveness: Waiting times, complaint handling, and access to records
• Leadership: Governance structures, staff training, and quality improvement processes

Ratings and Consequences

Clinics rated as "Requires Improvement" or "Inadequate" face mandatory action plans and potential suspension of their licence to prescribe controlled drugs. The CQC has confirmed that it will conduct a minimum of one unannounced inspection per clinic during each three-year registration cycle.

The framework applies to England only. NHS Wales and Health Improvement Scotland are expected to publish analogous standards within the next 12 months.
