UK vs Germany: Comparing Medical Cannabis Access for Patients
Germany's 2024 legalisation has transformed cannabis access across Europe. How does the UK's system compare for medical patients?
Germany's partial legalisation of cannabis in April 2024 and subsequent expansion of medical access has put pressure on other European countries to review their own regulatory frameworks. For UK patients, the comparison often raises uncomfortable questions about why access remains largely private and expensive.
In Germany, medical cannabis has been available on NHS prescription since 2017, and the 2024 reforms have significantly expanded the number of qualifying conditions and reduced barriers for patients. German health insurance (Krankenkasse) covers cannabis prescriptions for patients whose conditions qualify, making it effectively free at the point of use for millions of patients.
By contrast, the UK system requires patients to self-fund treatment. With average monthly costs of 250-500 GBP, medical cannabis remains inaccessible for a significant portion of the patient population - particularly those on lower incomes or disability benefits who may stand to benefit most.
UK clinics note several advantages of the British system: stricter product quality controls, a more defined regulatory framework, and generally higher THC-consistency products compared to some continental alternatives.
The UK government has indicated it will monitor European developments but has stopped short of committing to NHS funding. The NICE review of medical cannabis evidence, expected to report in 2026, may prove pivotal for future NHS access.
